UAE being an Islamic country, expects tourists and expats to dress modestly. There are certain specific rules for dressing in malls and beaches. Certain malls expect that the shoulders and knees should be covered, but they don’t generally enforce it.
Wearing too revealing dress might attract unwanted glare and attention from local women who are very conscious of the dresses. Local women prefer that their husbands and children be not exposed to the modern dresses of other women.
