UAE unveils the world’s first virtual Ministry, three years after launching a department in charge of happiness. And it would run “without a Minister”. Yes, we got it straight; with UAE, that’s possible!!
Ministry of Possibilities
The new government work system was initiated on Tuesday by His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai. Intended to develop radical solutions to government’s most pressing issues and cut waiting times for government services, the unconventional Ministry will be administered by the cabinet. It will address pressing national portfolios and build future government systems

Next Generation of Government Practices
The Ministry of Possibilities redefines the concept of government. It represents the new generation of government practices by adopting new innovative models and working methods to take calculated risks. In the first phase of its work, the virtual Ministry focuses on key areas, speed up govt. services, and uncover hidden talent in UAE children.
Primarily, it will have the following departments:
- Proactive services
- Behaviour incentives
- Skill discovery
- Government procurements
The proactive services department consists of a special team comprising government entities and experts in data analysis who will offer pre-order services in various areas of government work.
The department aims to promote positive behavior and good practices among community members through a rewarding system. It will grant points to committed individuals. The earned points in a form of digital currency can be used for public transactions.
It aims to foster skills to be harnessed and create a conducive environment for skilled Emiratis to prosper and make their future.
The government procurement department is responsible for government purchasing system, supporting Emirati entrepreneurs who have small and medium enterprises. It will develop an online platform for government purchases from small and medium business. This will accelerate government purchases and shorten time from 60 days to 6 minutes.
